Man has proof of carriage horse collapse after driver rushed to make a green light

It was 2am on Labor Day weekend. A New York man named Paul Angheluta was outside a club when he saw a carriage driver force his horse to speed up and make a green light, only for the horse, named Norman, to collapse.
He tried to calm Norman down, who was laying on the ground and breathing hard, but was soon ushered away by some men from the horse's stables. He took a picture of the sad scene:

He was disturbed by the sight and called NYCLASS, who then reported it to the police, the health department, and the mayor. NYCLASS is an animal advocacy organization, and they support phasing out horse-drawn carriages for horseless carriages.
A spokesperson for the New York carriage industry, Christina Hansen, claimed that he was merely tired and tripped himself, not that he was exhausted from being overworked. She also claimed that he's a "klutz," and after tripping, laid down voluntarily.
